Relevance. Current practice in investigative units of the Ministry of Internal Affairs of Russia places increased demands on the quality of management performance. In the face of increasingly complex external and internal challenges, growing social scrutiny, and worsening personnel problems, managerial competence is becoming a key factor in the effectiveness of the unit. However, traditional training and professional development programs rarely consider the specifics of management functions in the context of investigative activities, leading to gaps in the development of managerial skills and personal qualities within the Ministry of Internal Affairs of Russia. The authors attempt to characterize the methodological foundations for developing the managerial competence of the head of an investigative unit of the Ministry of Internal Affairs of Russia. A classification of methodological foundations is presented: goal-based, content-based, instrumental, and results-based. Theoretical research is updated through empirical research. Problem Statement. On the one hand, modern pedagogy and management recognize a competency-based approach as the foundation for constructing professional education aimed at developing not just knowledge but also activities and personal qualities. On the other hand, in the personnel practices of internal affairs agencies, this approach is often implemented formally, without a systematic methodological justification. This raises the question of how to structure methodological support for developing the managerial competence of the heads of investigative units of the Ministry of Internal Affairs of Russia to ensure its sustainable development and adaptation to professional challenges. The purpose of this study is to theoretically substantiate and empirically test a system of methodological foundations that facilitate the development of managerial competence in the head of an investigative unit of the Ministry of Internal Affairs of Russia within the context of continuous education. The study's hypothesis is that the effectiveness of managerial competence development is achieved through a systematic organization of the educational process, based on four interrelated sets of methodological foundations (goal-based, content-based, instrumental, and results-based), which ensure the integration of professional, communicative, psychological, and pedagogical competencies. Subject Area of the Study. The subject of this study is the process of developing managerial competence in the heads of investigative units of the Ministry of Internal Affairs of Russia. Research Methodology. The study is based on competency-based, system-activity-based, axiological, and personality-oriented approaches. The following methods were used: theoretical analysis of psychological, pedagogical, and management literature, comparative analysis, synthesis, expert assessments, questionnaires, psychological testing, and statistical data processing.
