This paper presents a conceptual model of redshift based on the Light Universe Theory, offering an alternative understanding that does not rely on the assumption of spatial expansion. Redshift is interpreted as a statistical change in the internal states of light, where local photon energy variations accumulate over long distances to produce the observed wavelength shifts. The model also provides a conceptual explanation of the Cosmic Microwave Background (CMB) blackbody spectrum through statistical redistribution of light energy. This work aims to provide a new perspective on the fundamental behavior of light in the universe, without performing quantitative comparison with observational data.
