Waste management has become an increasingly urgent global issue, including in Indonesia, where 34.27 million tons of waste are generated per year, of which only 1.14% is reduced. East Java, as the province with the second-highest waste generation, faces significant pressure, particularly in the city of Probolinggo, which is experiencing rapid population growth and diverse economic activities. This condition has a direct implication on the increasing volume of waste disposed of at the Bestari final processing site. Probolinggo is more vulnerable because pollutants can migrate rapidly from the final processing site to rivers and the sea. The Bestari final processing site, which has exceeded its capacity, also triggers the risk of leachate leakage and coastal ecosystem pollution. This study aims to describe and analyze the performance of waste management policy implementation at the Bestari final processing site carried out by the Probolinggo City Environment Agency in accordance with Regional Regulation Number 5 of 2010. This study uses a qualitative research design grounded in Van Meter and Van Horn's Policy Implementation Theory. The results show that the implementation of waste management policies in Probolinggo City, as stipulated in Probolinggo City Regional Regulation No. 5 of 2010, has been carried out. Several obstacles were encountered, including limited capacity at the final processing site, which was already overloaded; the condition of the fleet and heavy equipment, which were old; a lack of supporting infrastructure; low public awareness; a difficult-to-change mindset; and minimal participation in waste management programs. These obstacles led to a high volume of waste entering the final processing site, making processing more difficult.
