This manuscript is an interpretive and dynamically conservative analysis of selected structural features of standard quantum mechanics. It introduces no new physical laws, empirical claims, or dynamical modifications. The paper examines the role of time, phase, entanglement, decoherence, and measurement within a temporally grounded ontological framework known as Temporal Rate Ontology. The work is shared as a preprint for accessibility and continuity and is not currently under journal review.
