In this study, we examine and analyze the communication of a paradigm-shifting program at a specific Hungarian higher education institution, the Ludovika University of Public Service, using document analysis. To interpret the effectiveness of the communication, we use John P. Kotter’s eight-step change management model as a starting point. The change was set out in the University’s Institutional Development Plan for 2020 to 2025 and named the Creative Learning Program, as a pedagogical paradigm shift. Based on the research, it can be concluded that the program’s communication via the website and internal newsletter was able to present the strategic objectives and thus draw attention to the pedagogical paradigm shift. The study highlighted the prominent role of communication in change management processes. Although the research focused on a specific Hungarian institution, the findings can serve as a model for other public higher education institutions facing similar challenges in communicating pedagogical reforms.
