This work introduces ψ-Potential, a residual retentive field that persists after the Δψ→0 transition, defining the post-silence structural regime of the late-time Universe. Within the ψ-Architecture framework, ψ-Potential emerges when dynamical evolution fades but the structural node Ξ remains finite, creating a non-dissipative background that stabilizes form beyond classical dynamical processes. The article presents: • the ψ-Potential Lagrangian and its residual equilibrium, • full dimension and stability analysis, • the definition of the residual retentive index ζψ, • observational predictions for Euclid DR1, DESI, and JWST, including lensing residuals, correlation-time flattening, and topological freezing. ψ-Potential establishes the third structural pillar of the ψ-Architecture Research Programme, extending the theory of retention into the deep late-time, post-silence regime.
