This paper presents a concise and technically grounded formulation of the PANMENZ² Law of the Energy–Coherence Trade-off, a universal dynamical constraint for adaptive systems across biological, cognitive, artificial, and social substrates. The work introduces an operator-theoretic extension, including a consciousness operator that enforces minimal coherence-per-energy efficiency.
