This report establishes the interpretive and contractual boundaries of the VEROK 06 ARCH architecture. It does not introduce new architectural elements, modify system design, or extend implementation guidance.Its sole purpose is to formally delimit how the VEROK architecture must—and must not—be interpreted, cited, or applied. VEROK is frequently misread as a software upgrade, governance plugin, guardrail mechanism, or agent-level controller.This report addresses those misinterpretations by reframing VEROK as an invariant architectural contract governing inference-time dynamics without agency, semantic judgment, or decision authority. The document clarifies the distinction between agentic execution and non-agentic governance, emphasizing that VEROK constrains interpretation and authority emergence, not model capability or intelligence.
