Life is organized by electrochemical gradients and field-sensitive chemistry, and selected biological niches measurably support quantum-susceptible steps at physiological temperature. This paper synthesizes these facts into the Bioelectric–Quantum Evolution (BEQ) loop: structure stabilizes relevant quantum variables; endogenous fields bias their outcomes; and evolution reinforces and scales the architecture into a distributed anatomical blueprint. The framework remains conservative—based only on standard electrostatics, thermodynamics, and quantum chemistry in prepared niches—and is explicitly falsifiable. We calibrate field-induced rate and tunneling biases, compile tissue-scale evidence that patterned membrane potentials (Vmem) store and convey instructive information, and link origins-of-life energetics to macroevolution via field-written anatomical attractors. We further formalize a Replicate–Store–Use (RSU) blueprint across DNA, chromatin bookmarking, prion-like conformers, planar cell polarity, glycans, and bioelectric motifs. Evidence spotlights, a compact falsifiers table, and a measurement grammar are provided so results from chemistry, evo–devo, and neuroscience become comparable. Positive results across scales support BEQ as a minimal, testable integrator from geochemistry to anatomy.
