We introduce TruongSSCL∞, a ceiling–rigor spectral–structural framework in which all observables arise deterministically from finitely many generators. The construction is parameter–free, categorical, analytically complete, and machine–verifiable. Elliptic self–adjoint operators produce discrete spectra whose heat–kernel coefficients define dimensionless invariants. When interpreted geometrically, these invariants induce cosmological scales without empirical fitting and yield values numerically consistent with current measurements of the Hubble parameter. The framework replaces phenomenological calibration by deductive necessity and provides a unified mathematical foundation for spectral, geometric, and cosmological theories.
