Significant differences between regions in the level of efficiency of resource use in agriculture remain in the Russian agro-industrial complex. Reducing interregional differences in the efficiency of the use of labor and material resources is one of the reserves for the growth of production of competitive food products in the whole country, as well as equalizing the quality of life of the rural population in the regions. This issue should be addressed within the framework of an expanded federal policy on regional (spatial) development. To plan the spatial development of the agro-industrial complex, a separate strategy will be needed, the main purpose of which will be to coordinate a unified state policy for agriculture with the development plans of the constituent entities of the Russian Federation. Such a strategy should be based on a combination of two scenarios: a scenario of concentration of agricultural industries in the regions of their specialization and a scenario of balanced growth of regional agricultural systems. The analysis of statistical data from a number of Russian regions for 2014-2022 shows the need to expand state support for scenarios of balanced development of regional agricultural systems aimed at improving the living conditions of the population, increasing competitive advantages and economic potential of regional agricultural systems. Such support is especially necessary for regions unfavorable for agricultural production.
