This work formalizes the CCEGA framework (Coherent Configuration of Emergent Gravity and Adaptation) as a unified solution to the scale crisis in modern physics. By introducing the 'Curvature Brake' mechanism through an exponential regulator (e^- R ²) in the Einstein-Hilbert action, we demonstrate a non-singular resolution for black hole interiors and a geometric solution to the Higgs hierarchy problem. We provide explicit physical inferences for the universal constants (4. 41 10⁴) (macro-scale stability) and (1. 56 10^-12) (micro-scale screening). The model successfully derives the Baryonic Tully-Fisher Law from first principles and predicts a stable macroscopic core for Sagittarius A*, effectively bridging the gap between particle physics and galactic dynamics without the need for dark matter. © 2026 Marc López Sánchez.
