We propose a unified solution to the proton radius puzzle and galactic rotation anomalies by substituting the Euclidean circular constant π with an operational torsion constant KGeo ≈ 3.143405. This constant emerges from the intrinsic rigidity of the vacuum (ϵ ≈ 5.76 × 10-4). We demonstrate that the proton mass is an elastic response of the Planck lattice and that the Navarro-Frenk-White (NFW) dark matter profile is a virtual projection of metric torsion. Finally, we derive the information transfer limit vOTA ≈ c • 10 20 as a direct consequence of this vacuum rigidity.
