This paper develops the cosmological foundations of Causal Memory Gravity, a nonlocal modification of gravity based on the concept of spacetime memory. We formulate the effective field theory, establish its mathematical consistency, and test its predictions against observations of cosmic expansion, large-scale structure, and supernova distances. The results show that a single memory sector can reproduce key cosmological data without invoking particle dark matter. This work provides the theoretical and observational basis for the CMG research program
