Statement of the problem. To reconstruct in chronological sequence the process of formation and development of the Voronezh city architect service, as well as to establish the personalities of the architects who worked in this position and made a significant contribution to the pre-revolutionary construction of the city. In architectural studies devoted to the study of Voronezh architecture of the pre-revolutionary period there is no fully collected information that would allow to objectively assess the role of this service and the architects who headed it in making decisions that determined the key points in the volume-planning composition of the city. Results. Against the background of the all-Russian practice of managing architectural and construction processes in the province, the history of the origin and evolutionary development of the Voronezh city architect's service was studied. The experience of its functioning was further used in the creation of the modern management structure of the chief architect of the city. It was found that Voronezh was one of the first provincial cities in pre-revolutionary Russia, where the post of city architect was introduced. Conclusions. It is concluded that the development of the Voronezh city architect service, changes in its composition and the tasks it solved were determined not only by the evolutionary process of improving the legislation in the field of architectural and construction activities in the country, but also to a large extent by local regional conditions. Voronezh experience in the creation of this management structure in a number of cases was ahead of the Russian practice.
