Chhatrapati Shivaji Maharaj's Governance and Its Relevance to Constitutionalism in India

Abstract Chhatrapati Shivaji Maharaj is widely known not only as a brave ruler but also as a visionary administrator who believed in justice, fairness, and the welfare of the people. His system of governance was based on moral values, accountability of officials, and protection of the common people, which closely reflects the modern concept of constitutionalism. This paper examines the governance model of Chhatrapati Shivaji Maharaj and its relevance to the constitutional principles followed in present-day India.The paper highlights key features of his administration such as respect for the rule of law, protection of women, religious tolerance, decentralised governance, and a fair system of justice. Shivaji Maharaj ensured that officials were held accountable for their actions and that corruption was strictly punished, reflecting the principle of equality before law. His welfare-oriented policies and concern for social justice can be compared with the Directive Principles of State Policy under the Indian Constitution. Further, his emphasis on ethical governance and public interest closely relates to the modern idea of good governance.The study adopts a historical and doctrinal approach, using historical sources and legal writings to analyse the constitutional significance of Shivaji Maharaj’s governance. The paper concludes that although his rule was monarchical, it was guided by principles that continue to inspire constitutional values, ethical leadership, and good governance in contemporary India.
