AbstractThis paper translates the theoretical framework of regulatory coherence into empiricallytestable constructs. We specify observable proxies for the latent regulatory state variablesintroduced in the companion paper The Architecture of Regulatory Coherence, define the Cross-Scale Coupling Index (CCI) and Recovery Time Constant (τ ) as primary measurement targets,and provide detection thresholds with statistical confidence criteria for early warning signalsbased on critical slowing down theory. Minimum data requirements are specified for each metricmodality. Falsification conditions are stated as operational statistical tests. A staged validationroadmap provides a practicable pathway from secondary data analysis to clinical trial integra-tion. All constructs are framed as falsifiable hypotheses. The framework makes no metaphysicalclaims about the nature of consciousness and offers no clinical prescriptions without furthervalidation.
