This work presents an updated formulation of the viscoelasticspacetime memory framework. We present a refined formulation of the model introduced previously.Earlier versions of this work were made publicly available on Zenodo. We introduce a new gravitational framework. Wepresent a covariant gravitational framework in whichspacetime behaves as a viscoelastic medium withcausal memory. The theory introduces a memorystress-energy tensor and predicts a modified gravitational response characterized by a single dimensionless coupling parameter. In the weak-field limitthe model produces an effective acceleration lawthat reproduces galactic rotation curves and the radial acceleration relation without particle dark matter. Application to galaxy clusters reveals a universal factor-of-two discrepancy, which we interpret asscale-dependent amplification of spacetime memory.The framework predicts a continuous transition fromgalactic to cluster scales and recovers general relativity in the short-memory limit.
