This work proposes a structural self-regulation framework for rotationally supported disk galaxies. By combining Newtonian centrifugal equilibrium with empirical size–mass scaling and marginal Toomre stability, the Baryonic Tully–Fisher Relation (BTFR), the Radial Acceleration Relation (RAR), and a characteristic acceleration scale emerge without invoking dark matter particles or modified gravity. The framework provides geometric cancellation leading to a near-slope 4 BTFR, predicts self-similarity of scaled rotation curves, and offers an effective scalar stress–energy representation consistent with galaxy-scale lensing.
