Emotional-Layer Governance (ELG) is the discipline governing emotional-state inference, modulation, and interaction across agents, humans, and workflows. As AI systems increasingly engage with human affect and relational cues, operational governance becomes essential. This document introduces the EIOC Operational Substrate, a public-safe description of the governance physics underlying emotional-layer behavior in AI systems. The substrate consists of four components: APR (Agent Privilege & Responsibility), EIOC (Emotional Indicators of Compromise), EIOC Guard (runtime enforcement), and Scenario Banks (pattern corpus). This release provides conceptual mappings to APA’s EEI-AI framework, NIST AI RMF, ISO/IEC 42001, and the EU AI Act. It demonstrates alignment at the category level without disclosing proprietary logic, thresholds, or inter-model relationships. This artifact establishes EIOC as the operational substrate beneath ethical and psychological frameworks, offering standards bodies a reference for conceptual alignment while preserving the proprietary mechanics of the discipline.
