Abstract This article examines how digital technologies are reshaping citizen participation and democratic processes. It synthesizes recent empirical and policy literature on e-participation, online deliberation, the digital divide, platform governance, and accountability. We propose an integrative theoretical framework that links access, agency, and governance; identify opportunities and risks; and offer evidence-based policy recommendations and research directions for scholars and practitioners. The article is designed for conference presentation and submission to a peer-reviewed proceedings volume.
