In regulated industries, early-stage innovation is often stifled by heavy governance frameworks designed for delivery rather than discovery. This paper introduces the Strategic Innovation Enablement (SIE) framework, a practitioner-oriented approach that decouples ideation from formal project intake. By establishing a "No-Judgment Zone" for raw ideas and implementing a Fluid Ideation Playbook, the framework enables organizations to capture bottom-up innovation without compromising compliance. Integrating principles from agile governance and contemporary generative AI research, the model proposes a "Sandbox-to-Production" lifecycle that treats ideas as strategic assets. We present a validated methodology for tagging, linking, and maturing ideas through effective collaboration, providing a roadmap for enterprises to operationalize internal innovation markets while maintaining architectural integrity.
