This study focuses on evaluating the operational systems of district hospitals in Ghana to understand their effectiveness in adopting new medical practices. A difference-in-differences approach was employed, comparing pre- and post-intervention periods across districts to measure the effect of system improvements on adoption rates of new medical practices. There was a significant increase in the adoption rate of electronic health records (EHRs) from 20% pre-intervention to 45% post-intervention, indicating an effective implementation strategy. The DiD model successfully highlighted the impact of system changes on adoption rates but also revealed challenges in resource allocation and training programmes. To enhance future adoption rates, district hospitals should prioritise investment in infrastructure and ongoing staff training to support new medical technologies.
