Abstract This work presents a structural analysis of persistence under perturbation. It argues that coherent explanation requires an identity-first ordering: Identity → Invariant → Observable → Probability. Reversing this order produces instability in persistence semantics, drift comparability, and governance. A Minimal Persistence Contract is defined, consisting of five activation conditions: non-branching trunk continuity, recurrence, disjoint composition, gauge admissibility, and bounded drift comparability. Within this predicate, scalar governance of identity is structurally forced. Multi-scalar persistence measures induce partial orders and reintroduce branching or indeterminacy. A unique trunk-governing scalar (PASₕ) is shown to emerge up to affine gauge under admissibility constraints. The results are conditional. The work does not assert that physical reality universally satisfies the activation predicate. Instead, it establishes structural consequences for any system requiring singular identity persistence under bounded drift. Applications to deterministic verification systems and identity-governed AI architectures are outlined.
