This paper defines Relational Fractality as the fundamental structural law of a self-organizing universe. It breaks with the purely descriptive view of fractality (Mandelbrot) and elevates it to an ontic architecture (loop ontology). It is demonstrated that self-similarity across all scales results from a universal fractal clocking (octavation principle). Central to this is the introduction of semi-permeable recursion: a fractal process remains closed with respect to its identity but open with respect to resonance with the vacuum reservoir (Rel0). In doing so, it establishes the mathematical foundation for the isomorphism between quantum physics, biology, and cosmology.
