On the morning of 2 December 1977, the General Secretary of the ruling Socialist Unity Party (SED) in the German Democratic Republic (GDR), Erich Honecker, met in his Presidential Palace in East Berlin with high-ranking officials from the Socialist Republic of Vietnam (SRV). After the leader of the newly created Vietnamese Communist state, Le Duan, had thanked Honecker for East German fraternal support and declared that the GDR and SRV were the “Eastern and Western outposts of socialism,” he began to reminisce about the genesis of the recently ended war against the United States. Placing the event within a wider framework, he argued that the Communist world's lack of unity had facilitated U.S. escalation. “Already in 1960 there were disagreements,” he lamented. “If the socialist camp had remained strongly united, the USA would never have dared come to Vietnam. When the USA came to our country, there was a dispute, the conflict of opinion.”1 Le Duan was referring to the ideological split inside the Marxist-Leninist world, between the Soviet Union and the People's Republic of China (PRC). He was convinced that if the U.S. government had faced a cohesive Communist camp, Vietnamese history would have been different, with no military escalation.Le Duan's remark hints at a crucial strand in the conflict's origins, a strand that dominated the East German authorities’ perception of the Vietnam War. Conventionally, the outbreak of armed conflict has been explained in official Vietnamese literature as a “logical” (even inevitable) outcome of the struggle between capitalism and Marxism-Leninism, with the Cold War's “powerful spell” giving rise to armed conflict.2 This article starts from a different premise. By drawing on declassified sources from the SED's ruling organs, the former East German Ministry of Foreign Affairs (MfAA), the GDR's military archive, and surviving files of the East German Ministry for State Security (Stasi), which are all corroborated by published memoirs and evidence from other former Soviet-bloc archives, the article shows that the SED under Walter Ulbricht did not approach events in Southeast Asia primarily through a Cold War lens in the early 1960s. Instead, they viewed North Vietnamese foreign policy and the war below the 17th parallel as being predominantly shaped by the doctrinal divergences inside the Communist world. Above all, the GDR linked North Vietnam's decision-making with the PRC's challenge to Soviet hegemony.There is a central reason for analyzing this five-year period as a key juncture. For the first time, East Germany began to take a genuine interest in North Vietnam. The GDR and the Democratic Republic of Vietnam (DRV, as North Vietnam was officially known until 1975) initially regarded themselves as Communist states on the frontline, united in an existential struggle against the capitalist foe. Starting in 1960, however, East German-North Vietnamese relations were discernibly transformed by the internecine strife inside the Marxist-Leninist bloc. The open quarrel and exchange of polemics between the different participants compelled both countries to choose their own respective paths.
