This study examines the municipal infrastructure asset systems in Ethiopia, focusing on their reliability under various conditions. A quasi-experimental design was employed to measure system reliability in municipal infrastructure assets. This involved collecting data on infrastructure performance metrics, including service availability (80% of time) and repair times (average response within 48 hours). The analysis revealed that the median repair time for critical services was reduced by 25% compared to baseline conditions. The quasi-experimental design effectively identified areas needing improvement in municipal infrastructure systems, leading to more reliable service delivery. Recommendation is made for municipalities to implement preventive maintenance strategies and enhance communication protocols with the public during outages. The maintenance outcome was modelled as Y₈ₓ=₀+₁X₈ₓ+uᵢ+₈ₓ, with robustness checked using heteroskedasticity-consistent errors.
