Chronic deficiencies in prison mental health care that have placed California under numerous federal court orders and most recently a receivership require multiple steps to shore up the mental health workforce, a new legislative report recommends. The report from the state's Legislative Analyst's Office does not suggest pay increases as a first‐line strategy to attract more prison mental health staff, however.
