With the vigorous development of the global tourism industry, island tourism has become a significant engine for regional economic growth. Japan's Okinawa and Republic of Korea's Jeju have achieved remarkable success in international tourism development. Their experiences hold important reference value for Hainan Province in building an international tourism island. This paper analyzes the practices of these two islands in policy measures, industrial models, tourism product development, infrastructure construction, ecological environmental protection, and outlying islands duty-free policies. It explores their implications for Hainan. The study finds that Hainan should draw on the successful experiences of these islands by strengthening policy innovation and integration, optimizing the tourism industrial structure, enhancing service quality, improving infrastructure, strengthening ecological protection, and innovating its outlying islands duty-free policy to promote high-quality development of its international tourism island.
