The study clarifies the concept of “balanced innovative development of the regional economy.” Theoretical approaches to “balanced development” and “innovative regional development” are analyzed, their limitations and grounds for synthesis are identified. A definition of balanced innovative development is proposed, its key structural components are outlined, and the scientific novelty of the concept is demonstrated. An assessment model of balanced innovative development is developed, including integral indices of resource potential, innovation outcomes, and social capital, as well as a balance coefficient. The theoretical and practical significance of the proposed approach for improving regional innovation policy is substantiated.
