This paper proposes a bulk-centred cosmological framework grounded in M-theory's eleven-dimensional membrane landscape and the subscript isolation principle: that matter's vibrational identity, determined by the membrane modes of its constituent strings, defines which other states it can interact with, isolating it from matter of different subscripts except through the closed string gravitational field that propagates through the full bulk without subscript constraint. The framework proposes a three-scale geometric hierarchy. At the local scale, the five-dimensional hypercube (Penteract) mediates particle-mirror state pairing, dark matter, dark energy, quantum entanglement, and phase transition mechanics within a single brane system. At the network scale, the six-dimensional hypercube (Hexeract) connects twelve Penteract nodes within a rotating alignment structure whose geometry inherently prevents simultaneous full alignment, producing cosmological natural selection across connected brane systems. At the landscape scale, the full eleven-dimensional M-theory bulk provides the complete energy landscape within which Hexeract configurations emerge as stable local structures. Three empirically testable predictions are identified. This paper constitutes Part One of a four-part theoretical series. Parts Two, Three, and Four develop the zero-point hypothesis, consciousness architecture, and Möbius loop transition mechanics, respectively.
