GDGQGCertificateIᵥ1₀ presents a Core-I-based structural certificate in the quantum-gravity direction within the Gamma-DG framework. The paper specifies layered domain data, temporal roles, directional admissible evolution, the minimal temporal arrow, stabilization, barrier and obstruction classes, the lift--descent interface, and a transfer principle toward effective spacetime observables. Its purpose is not to claim a completed final theory of quantum gravity, but to provide a principled structural bridge from Gamma-DG Core I toward the joint regime of quantum theory and general relativity. This record should therefore be read as a first certificate-level realization of the program, with full measure-theoretic completion, model-specific predictions, and extended phenomenology left to later stages.
