This study proposes the Electromagnetic Rotational Resonance Cosmology, a unified framework that explains cosmic structure, material formation, water stability, and biological organization through the continuous interaction of temperature, pressure, and electron dynamics. The extreme low-temperature environment of the universe regulates electron mobility and pressure conditions, providing the background in which resonance transitions into rotation and compression, forming structures ranging from atoms to planets, stars, and galaxies. These generative principles operate not only in high-density astrophysical objects but also in the temperature-stability range of water and in the molecular organization of biological systems. Accordingly, water and life can be understood as localized manifestations of the universal resonance–pressure mechanism.
