Paper P2 v1. 0 of the Radial Coherential Dynamics (RCD) 2. 0 program. Derives galactic effective functions from the parent action SₑffC established in P1 v1. 1. Three propositions are examined. Proposition 1 (positive): the covariant gradient expansion of Sconf to order nabla⁴ C yields Kₑff (X) = (1 + 2 Zₙl) X + beta X², with beta = -3 mu⁴ lK⁴ / (4 C_*⁴), fixed entirely by existing parameters. Proposition 2 (no-go): the conformal coupling A (C) does not emerge from Sₑff; matter is variationally decoupled from C. Proposition 3 (no-go operative): kernel anisotropy generates internal disformality in the C sector but not phenomenological disformality for matter. The galactic sector is partially derived and partially reclassified: K (X) is promoted to level 1, while A (C) and D (X) remain level 3. The central open problem (Baryonic Bridge) is formulated as a question of principle: does an internal mechanism of the program select a universal, minimal, non-proliferating matter-C coupling, or must A and D be permanently declared phenomenological?
