The Optimal Universe: Physics of the Pure Monist Formulation The Standard Model has 19 free parameters. General Relativity adds the cosmological constant. Together they describe almost everything we can measure — and explain almost nothing about why those measurements take the values they do. The Optimal Universe addresses that gap. This paper completes the Pure Monist Formulation (PMF) trilogy by proposing a single unifying identity: the Principle of Least Action and the Principle of Least Surprise can be expressed as the same variational statement. Physical action on the E8 quasicrystal corresponds to Shannon surprisal. The Lagrangian maps to negative log-probability. The path integral takes the form of Bayesian model evidence. The resulting equations of motion resemble gradient descent on surprise. The paper constructs a Unified Control Lagrangian with three terms. The kinetic term is Fisher Information — mass corresponds to precision, and inertia reflects resistance to updating a state encoded by the vacuum. The potential term is surprisal — gravity emerges as a minimization of prediction error, recovering Einstein-like field equations in the appropriate limit. The topological term enforces conservation laws through winding constraints inherited from E8 lattice geometry. The Legendre transform chain connecting the Lagrangian, Hamiltonian, and transfer-function formulations is derived explicitly, suggesting that the vacuum may operate as a self-correcting control system with measurable stability properties. Quality factor, damping ratio, and characteristic frequencies are computed from geometric inputs. Illustrative results include a proposed derivation of the muon–electron mass ratio (≈207.1) from representation structure and projection geometry, an electroweak mass cascade related to Coxeter exponents, and a vacuum energy suppression factor on the order of 10⁻¹²³ interpreted as a channel-capacity limit. Each claim is labeled by epistemic status — theorem, derived, hypothesis, or empirical — so the reader can distinguish established results from open conjectures. The framework contains no adjustable parameters. Physical constants are expressed in terms of π, φ, and E8 structure constants. Explicit falsification protocols are provided: disagreement beyond stated tolerances invalidates the framework. This is not flexibility — it is a deliberate choice to make the theory testable.
