This technical specification defines the coordination and learning-layer governance architecture for APR-Agentic — the multi-agentic evolution of the APR-Lite substrate governance platform. It establishes the kernel-level interfaces, governance contract schema, drift primitives, routingintent envelope specification, memory governance interface, temporal drift engine design, and cross-session lineage model that together constitute the governance fabric for adaptive, learning, and self-modifying agentic systems. The specification is organized as a phased roadmap from execution-layer governance (Phase 1, complete) through coordination-layer foundations (Phase 2) and learning-layer scaffolding (Phase 3) to a full multi-agentic governance fabric (Phase 4). The central architectural principle is that the governance kernel must remain deterministic, non-learnable, and non-bypassable even as the systems it governs become adaptive and self-modifying. Seven specification areas are defined: kernel-level core types, governance contract schema, drift primitive definitions, routing-intent envelope specification, memory governance interface, temporal drift engine design, and cross-session lineage model. Each area is provided with conceptual definition, TypeScript interface specification, and SQL schema for implementation.
