Introduces zombie systems — institutions and infrastructure running on momentum after coupling geometry has dissolved. AZI is a framework for detecting geometrically decoupled systems using d-cascade effective dimensionality as a coupling health proxy. A system with high d* and unchanging d-trajectory is geometrically decoupled; reconnection (not replacement) is the first intervention. Operationalized through a distributed fellowship network with a public research page interface. Extends GCT from physical systems to institutional and governance substrates.
