The Standard Model of particle physics relies on at least 26 arbitrary constants to describe the flavor sector and cosmological parameters. This paper presents Version 17 of the Emergent Resonant Brane (ERB) model, a unified framework that derives these values from a single mechanical seed: a brane-mass ratio of three-to-two (1.5) within a resonant vacuum medium. We demonstrate that the radical contrast between hierarchical quark mixing (CKM) and near-maximal neutrino mixing (PMNS) is a direct consequence of a Duality Principle. By treating particles as topological vortices in an elastic medium, we reveal that Quarks emerge from localized resonance modes, while Leptons emerge from evanescent resonance modes. Using the exact same mechanical operator, the model reproduces the CKM matrix with a precision of 1.88e-5 and provides a definitive, testable prediction for leptonic CP violation at approximately 352 degrees. Furthermore, the framework bridges the gap between subatomic oscillations and cosmic scales. The relativistic hierarchy exponent is derived as a residual of the vacuum's internal clock, identifying the force ratio of the Dark Sector (Dark Matter to Dark Energy) with an accuracy of 99.4 percent compared to observational data. ERB v17 offers a strictly downward causal chain that eliminates the need for fine-tuning and presents a mathematically closed "Symphony of the Vacuum."
