We introduce UTHC, a purely informational axiomatic framework defined in terms of entropy fluctuations ∆Si and information flows Jij on a discretized observational horizon. The framework assumes no fields, particles, or energy as fundamental entities. From six informational axioms, UTHC yields a set of empirically testable predictions, including local compensation, antisymmetric flow, radial 1/r scaling, lensing scaling, an informational horizon scale, and a growth observable. UTHC identifies minimal informational conditions that any stable and observable reality must satisfy; physical laws appear as efficient emergent descriptions of systems obeying these conditions. The framework is strictly falsifiable with current CMB, LSS, and lensing data.
