This working paper constitutes the original conceptual disclosure of an AI Cognitive Intelligence Operating System developed by Emme Rahman. The framework presents a wholly original 7-layer architecture governing the cognitive, behavioral, ethical, organizational, and relational dimensions of artificial intelligence. It represents the architectural evolution of the author's prior works in integrative psychology and AI governance. Layer names are disclosed to establish conceptual priority. All layer definitions, internal mechanisms, and applied methodologies remain strictly proprietary.
