Conceptual companion note to the State-Dependent Nonlocal Gravity programme. This note explains, in self-contained terms, the meaning of a smooth nonlocal spatial response in the parent programme’s galactic weak-field sector. It does not introduce a new theory, new assumptions, or new results. Its role is to clarify the effective kernel structure already adopted in the parent manuscript.
