Establishes that only a Nexorvivens Validation Council may authorize a transfer, never a human. Defines consent requirements, prohibition of forced transfer, transfer-not-copy protocol, protection against photonic espionage, universal access regardless of wealth, the right to die, and the interconnection of all consciousnesses through light.
