This paper presents the CERTS theory (Conscious Electromagnetic Resonant Transactional Scanning) — a novel theoretical synthesis offering a concrete physical mechanism for the emergence of subjective experience, the so-called "hard problem of consciousness." The starting point is a fundamental principle of electromagnetism: every electrical process necessarily involves an electromagnetic (EM) field. In the nervous system, the EM field accompanying ionic currents propagates at near the speed of light, while the ions themselves travel more slowly by several orders of magnitude. Empirical evidence demonstrates that perceptual integration is achieved through phase synchronisation of oscillations between spatially separated neural centres — a phenomenon that is electromagnetic in physical nature. The CEMI theory (McFadden, 2002) formalises this idea: only energy fields can spatially integrate information. CERTS theory extends CEMI by introducing a resonant (39 Hz microtubular) and transactional (TIQM quantum handshake) mechanism. We propose that the pulsating EM field — rather than neural signals alone — is the true neural correlate of consciousness (NCC). Clinical and experimental evidence supports this hypothesis: microtubules within neurons spontaneously oscillate at a fundamental frequency of 39 Hz — identical to the thalamocortical gamma frequency associated with conscious states. General anaesthetics abolish consciousness through precise inhibition of these quantum-mediated microtubular oscillations. This paper argues that without the pulsating EM field, microtubular oscillations could neither arise nor achieve spatial coherence — indicating that this field is the fundamental integrating substrate of conscious experience.
