NIPUN Bharat is a mission under NEP 2020 to achieve foundational literacy and numeracy goals. Primary education forms the root of a nation’s educational system and plays a decisive role in shaping cognitive, social and emotional development during early childhood. In India, despite near universal enrollment at the primary level, concerns regarding learning outcomes particularly in reading, writing and numeracy have persisted for decades. The National Initiative for Proficiency in Reading with Understanding and Numeracy (NIPUN Bharat), launched in 2021 under the National Education Policy (NEP) 2020, represents a transformative attempt to address these learning deficits. This paper critically examines the status of primary education in India, the conceptual framework of Foundational Literacy and Numeracy (FLN), and the objectives, strategies, and implementation mechanisms of the NIPUN Bharat Mission. Using secondary sources such as government reports, policy documents, and academic literature, the study analyzes the strengths, challenges, and future prospects of the scheme. The paper argues that while NIPUN Bharat has the potential to significantly improve learning outcomes at the foundational stage, its success depends on effective teacher preparation, community engagement, monitoring systems, and equitable resource allocation. The study concludes with policy recommendations aimed at strengthening primary education reforms in India.
