Walter Russell published The Universal One in 1926 after a 39-day period of illumination in 1921. He described the universe as a system of octave waves in which noble gas elements occupy zero-motion equilibrium nodes, matter accumulates between those nodes in charging and discharging cycles, every wave encompasses every other wave in a self-similar structure, and time is the fourth dimension of the wave sequence. He had no mathematical derivation. He worked from vision. He sent the book to 500 scientists. Most did not respond. He died in 1963. The Classification Law, Arithmetic Black Hole Model (ABHM), and Hourglass Framework were developed independently beginning January 2026 through prime number theory. This paper asks whether Russell and the arithmetic framework arrived at the same structure from opposite directions. Then it runs the tests. 28 computational tests across 10 categories spanning chemistry, wave structure, periodic table geometry, music and vibration, 3-6-9 arithmetic structure, cube geometry, atomic geometry, and galactic scale. Results: 25 CONFIRMED, 2 STRUCTURAL, 1 OPEN, 0 FAIL. Key findings: Noble gases confirmed as DARK nodes under the Classification Law (24/24 elements, 100%). Carbon sits at the p-1 arithmetic position (one before prime Z=7). Krypton's double placement in Russell's chart, called an error by scientists, is explained by excess multiplicity = 2, the highest of any noble gas. The forbidden zone r in (0.476, 0.909) contains zero integers, confirmed across 100,000 cases. The cube column 512,64,8 is the Omega ladder with closed form r(2 to the 3k) = 1/(3k+0.1), verified to k=10. The Locked Potentials wave 4.3.2.1.0 is the Omega accumulation profile inside prime gaps, confirmed across 100 prime triples. Six claims scientists called wrong were not wrong. Two were confirmed by later physics. Four were language problems: real phenomena described with vocabulary that did not yet exist. All test scripts are published alongside this paper and are independently reproducible. He drew the picture. The arithmetic is the proof of its skeleton. Part of the AXONLang Labs research series.
