This work completes the initial phase of the Geometric–Structural Layer Closure program by establishing consistency, closure, and structural limits of the framework. The system is shown to satisfy: • Internal consistency • Closure under defined operations • Absence of infinite regress • Compatibility across all layers • Structural completeness within defined scope The domain of applicability is explicitly defined as systems admitting: • Well-founded hierarchy • Fibered structure • Invariant-preserving transformations Limitations are identified, including the absence of: • Quantum structure • Dynamical equations • Explicit symmetry groups The framework is formally classified as a pre-physical geometric–structural system. This document establishes the framework as a closed mathematical system suitable for extension under controlled conditions.
