This publication formally defines the field of Justice Decision Observability™, establishes Operational Decision Observability (ODO) as a core capability, and introduces three integrated methodologies: Deployment Context Risk Review (DCRR™) Critical Event Governance Review (CEGR™) Decision Risk Pattern Index (DRPI™) Together, these components create a structured system for examining how decisions occur in practice, how governance functions within real-world environments, and how patterns of decision-making behavior emerge across time. This document defines the Decision Visibility Gap and establishes the boundaries, scope, and operational structure of the JDO discipline.
