Paper 42 in the "Geometry of the Critical Line" programme. Paper 41 constructed the connection matrix M(λ,m) for the open chiral SCT operator and proved the involution M² = I. RN13–14 proved that all four entries of M are nonzero on the real axis. This paper studies the high-energy limit λ → +∞ and establishes a numerical asymptotic law: the transport ratio R(λ,m) := M₂₁/M₁₁ converges to a complex constant ρ(m) with corrections of order 1/√λ. The asymptotic law is verified numerically for k = π/8 and m = 2, 4, 6, 10 on the range λ ∈ 400, 4000, with residuals below 3.3 × 10⁻⁶. No arithmetic interpretation is claimed. Part of a 46-paper open-access programme. The programme does not claim to prove the Riemann Hypothesis.
