Abstract Based on the framework of Spacetime Substantivalism, this paper redefines the physical essence of the Cosmic Microwave Background (CMB) by utilizing the empirical results of gravitational wave experiments on the internal constitutive properties of spacetime. The research demonstrates that the extreme uniformity of the CMB originates from the intrinsic homogeneity of the spacetime substantial material and its construction process. This consistency directly determines the manifestations at the material level. Meanwhile, the anisotropic anomalies in the CMB (such as the Axis of Evil and the Cold Spot) are essentially products of spatial variations in the activity level of the spacetime substantial material, rather than alienations of the spacetime structure itself. This paper further points out that the so-called "acausal interval" in mainstream cosmology is logically untenable: the universality of physical laws implies the absolute continuity of the causal chain within the universe. Through a penetrative audit of the mathematical derivation of mainstream "collision models," we reveal that all dynamic parameters labeled as "external universe" (phase perturbations, multipole deviations, temperature gradients) are essentially measurements of variations in the internal activity level of the photonic spacetime lattice. Where matter is absent, it originates from the absence of underlying material activity; the so-called "external universe collision" is a mathematical illusion generated by lacking the constitutive perspective on the edges of lattice dormancy.
