Presents ten independently falsifiable hypotheses characterizing a structured pre-failure regime in human systems, grounded in the Standard Coherence Fidelity Layer (SCFL) and Upstream Coherence Measurement Stratum (UCMS). Each hypothesis is operationalized using established SCFL operators (ΔG(t), φ(t)), seam physics primitives, the 24-event Rupture Atlas, and GYOR operator-theoretic regime encoding.
